Deputy Prime Minister Le Van Thanh, Chairman of the National Master Plan Appraisal Council for the period of 2021-2030, with a vision to 2050; Minister of Planning and Investment Nguyen Chi Dung, Vice Chairman of the Appraisal Council co-chaired the conference.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that planning is very important for development.

This is the first time we have developed a national master plan in accordance with the Law on Planning on the basis of closely following to concretize the guidelines of the 13th National Congress of the Party and the Platform for national construction in the transitional period. socialism (supplemented, developed in 2011), resolutions of the Central Committee, 5-year socio-economic development plan and 10-year socio-economic development strategy, towards the goals develop the country to 2025, 2030 and 2045. The planning must comply with the provisions of law, ensure quality, be feasible, suitable to the situation of the country, with innovative thinking and strategic vision.

The National Master Plan Appraisal Council for the period 2021-2030, with a vision to 2050, was established under the Prime Minister's Decision No. 965/QD-TTg dated August 10, 2022. Deputy Prime Minister Le Van Thanh is the Chairman of the Council.

According to the Ministry of Planning and Investment, the National Master Plan focuses on spatial distribution and organization of socio-economic activities, national defense, security and environmental protection of national importance. , international and inter-regional on a national scale.

The master plan focuses on the implementation of key tasks, including: Identifying major perspectives on national development; identifying and developing development orientations for driving force and growth poles; forming economic axes and corridors; complete network infrastructure.

The formulation of a national master plan is also an opportunity to re-evaluate the current status quo in a substantive way, thereby proposing orientations for the layout and rearrangement of the country's development space, opening up the new development, new development opportunities, new development motivation to achieve the goals and aspirations determined by the Resolution of the 13th Party Congress, by 2045 to become a developed and high-income country.

The national master plan is an integrated and general planning that requires inter-sectoral and inter-level coordination, with the participation and participation of ministries, branches, localities, research institutes, and experts. domestic and foreign scientists.

During the planning process, the Ministry of Planning and Investment coordinated with 16 ministries and sectors to develop the National Master Plan Orientation Report (opinions, objectives and priority orientation for development). .

The National Master Plan Orientation Report has been discussed and commented on many times by the Standing Government, the Government, and the Government Party Committee. On that basis, the Ministry of Planning and Investment has coordinated with ministries and sectors to build 41 planning components, and research, integrate and develop a draft National Master Plan Report.

Minister of Planning and Investment Nguyen Chi Dung said that in the process of making the National Master Plan, the Ministry has coordinated with the World Bank to organize many talks and seminars with the participation of experts. domestic and international to complete the planning; send consultations to ministries, branches, the Office of the Party Central Committee, the Central Economic Commission and 5 Committees of the National Assembly, experts and localities, and at the same time, upload the national master plan file on the Portal. Electronic information of the Ministry of Planning and Investment to collect opinions from the population community, relevant organizations and individuals.

In the process of making the national master plan, the Ministry of Planning and Investment also consulted many international experiences, including national plans of countries such as Malaysia, Korea, China, Indonesia, and Japan. -Countries with similar conditions and higher levels of development in the region to learn about the experience of national planning organization and content in the above countries.

At the same time, the World Bank in Vietnam has sent experts to assist in researching and commenting on major contents of the National Master Plan Report.
